Karen McLeod of Extended Housing asked how the affirmatively furthering fair housing obligation applies to municipalities receiving CDBG/HOME funds and whether obstacles to housing development could violate it. Staff said obligations are detailed in application forms and the citizen participation plan and handled case by case.
